What happens to babies that are miscarried or aborted? Do they have a soul that goes to heaven?

I was wondering if someone could tell me where to find this in the Bible. I know God knew you before you were formed in the womb, but if a baby dies that young does it go to heaven or does God send it to someone else to be born.
