This is similar to a dish I make, so have you thought of cooking it all together? In my recipe, you toast the quinoa in a dry skillet to give it a nutty flavor and then add 2 cups liquid/cup of grain-bring to a boil, then cover and cook 20min. You could add the broccoli and garlic at that point and steam it all together. It seems simpler-add the lemon juice after cooking. I also might suggest some fresh tomato added after cooking then just heated through and/or maybe 1/4 cup grated hard cheese.
